How We Helped Build a Digital Bank for
Founded in 2011, Marq Millions was a Manchester-based financial services provider. Regulated by the UK Financial Conduct Authority (FCA), it operated with the same licensing rigor as major institutions like American Express — allowing it to legally offer financial services across the UK and Europe.
The company had a bold, inclusive mission: to challenge outdated banking norms and offer a modern, accessible alternative to underserved audiences — including students, migrant workers, freelancers, and small businesses. Through a series of innovative products, it began to carve a niche in the fintech space. One of those flagship products was Arro Money, launched in 2017.
In July 2020, Marq Millions was acquired by global trading platform eToro, and rebranded as eToro Money, where its infrastructure and technology stack (including Arro Money) now serve as the foundation for their neobanking operations.
Marq Millions identified a critical gap in the banking sector: millions of users were either underserved or completely excluded by traditional banks. These included:

At the heart of the Arro Money experience was AKYC — a complete onboarding engine developed by DPL from the ground up. Unlike traditional banks that require multiple branch visits and delays, Arro's AKYC system could open verified accounts in under 3 minutes.
Connected with UK government databases and third-party verification providers to validate IDs instantly.
If a user’s credentials passed the initial check, onboarding continued seamlessly. If not, the system intelligently requested further verification — such as Passport scans, Driver’s license uploads, Real-time video proof for high-risk cases.
